JOB TITLE: Project Manager (Parks)DEPARTMENT: Parks, Recreation & Civic FacilitiesDIVISION: AdministrationSALARY: $32.21300/hr ($67,003/yr)CLOSING: Open Until FilledJob Summary/ScopeOversees project and construction management of Parks, Recreation & Civic Facilities Department projects throughout the City of Saint Joseph. Work involves administrative and technical assistance to the Director.Essential Duties and Responsibility* Supervises, manages, and coordinates projects in the Parks, Recreation & Civic Facilities Department. Assists and receives assistance from the City Engineer and other engineering employees with projects and technical specification writing.* Meets with Parks and Public Works engineering staff to gather and discuss data and information as needed.* Plans for future projects. Estimates all costs associated with projects, including design, land acquisition and construction. Prepares and monitors schedules for all projects.* Evaluates, recommends, and negotiates contracts for outside professional services, both engineering and architectural. Reviews work in progress and upon completion and recommends payment.* Collaborates with various local and state governments or agencies, community organizations and city departments to consolidate resources, enhance productivity and ensures the desired outcome of assigned projects.* Conducts trips to the field to inspect construction on city contracts, work by other Parks divisions and to handle citizen inquiries and complaints.* Reviews plans submitted by other professionals for Park projects. Prepares, maintains, and updates City standards for construction and infrastructure development.* Responds to citizen complaints and questions.* Performs all other related duties as assigned.Employee Behavior and ConductCity employees shall conduct themselves in a professional manner and shall exhibit and extend such professional conduct appropriate for the circumstances to those with whom they come into contact both internally and externally during the performance of their duties. Examples of professional conduct include, but are not limited to, being communicative, informative, fair, honest, and respectful.Required Knowledge, Skills and Abilities* Two years of experience in civil engineering design, construction, and project management preferred.* Valid Driver's License required.* Comprehensive knowledge of the principles and practices of operations, as applied to public activities and projects within a city environment.* Skill in public relations.* Ability to communicate effectively both orally and in writing.* Must develop a general knowledge of City Code of Ordinances, State and Federal laws and regulations pertaining to general public works operations within six months from date of employment.Materials and Equipment Directly UsedUses a wide range of materials and office equipment such as computer with various software applications, printers, and copiers. Also uses a wide range of tools when conducting inspections on city contracts. There may be times when use of personal vehicle may be required.Working Environment/Physical RequirementWork is mainly performed in an office setting with a controlled environment. Required to perform field visits in a wide range of weather conditions. Must be able to routinely lift objects weighing up to thirty pounds, occasionally lift objects weighing 50+ pounds with assistance. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.EducationBachelor's degree in civil engineering or related field preferred.
