Chief Finance Officer

Major Duties And Responsibilities The incumbent's financial management expertise and leadership are of the utmost importance to the validity of fiscal activities. The CFO has significant input regarding facility resources, contract management, and presides over budget execution. The CFO position is critical to increase Veteran access to care and services.

Budget Formulation And Execution The Chief Finance Officer is a critical leadership position that manages a budget of approximately $550 million. The executed budget is comprised of five major appropriations and approximately 35 distinct funds within those appropriations. The CFO serves as the facility Budget Officer. The CFO has full authority and responsibility for budget operations of the entire WVAMC system. This includes the formulation, justification, presentation, execution, and review of the budget. Formulation involves developing detailed estimates and narrative justifications. Execution involves planning for and monitoring the use of funds for meeting program goals effectively. The execution is often affected by the availability of funds for a variety of requirements such as maintenance, contracts, supplies, and personnel salaries. The incumbent is responsible making timely and appropriate adjustments as needed and working within the laws and guidelines on the use of appropriated funds. The incumbent has delegated authority to impose restrictions required to maintain control of these funds. The CFO distributes funds to approximately 340 fund control points, analyzes actual expenditures to plan and makes projections which may require adjustments within the budget plan. The CFO develops local policies for use by operating officials in preparing budget estimates, analyzing budget execution, and financial documentation of expenditures, all of which are critical to the optimal use of available funds to support the organization mission.

Financial Management And Oversight The CFO is responsible for all facets of program management which affect the organization, its work force and relationships with internal and external customers. The CFO is responsible for the direct management and supervision of all financial and program functions including budget forecasting, formulation and execution, general ledger accounting, accounts receivable, purchased care management, employee payroll and travel. Functions involve the expenditure of public trust and deposit funds in accordance with applicable laws and regulations. The incumbent serves as the accountable official for the financial activities of WVAMC.

Supervisory Duties The CFO shapes and improves the structure, effectiveness, efficiency, and productivity of all employees within Financial Management Service. Attracts, retains and motivates a diverse group of top-quality professional and administrative employees. The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies training needs and provides training. The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance descriptions, develops performance standards; reviews/approves time and attendance; and evaluates work performance of subordinates. The incumbent hears and resolves informal complaints from employees; effects disciplinary action, hears second level grievances and deals effectively with the Union.

Work Schedule: 8:00 am to 4:30 pm Monday-Friday
